Η Πηνελόπη Βλαχογιάννη γεννήθηκε, ζει και εργάζεται στην Αθήνα. Σπούδασε στη Νομική Σχολή του ΑΠΘ και είναι μάχιμη δικηγόρος από το 1991.
Ξεκίνησε τη ζωγραφική μόνη της και από το 2007 μαθήτευσε στο Εργαστήριο Τέχνης Αγίας Παρασκευής, δίπλα στην εικαστικό Ελένη Ζούνη και τον γλύπτη Στέλιο Σάρρο. Εκτός από τη ζωγραφική, ασχολείται με τη δημιουργία καθημερινών αντικειμένων Τέχνης, και σκηνικών αντικειμένων και εικαστικών έργων για το θέατρο.
Έργα της υπάρχουν σε ιδιωτικές συλλογές, τον Δικηγορικό Σύλλογο Αθηνών και τη Βουλή των Ελλήνων.
